Private development is the extension of public water and/or sanitary sewer mains to benefit a property or properties by a property owner or a third party on their behalf, hereafter referred as the “Developer”.

The Developer may obtain benefit by constructing a water and/or sanitary sewer main through the execution of a main line extension agreement at their expense and contributing the main to AWWU in lieu of a water distribution and/or lateral sewer special assessment.  A water transmission main and/or sewer trunk special assessment may still be charged upon final inspection of project completion.  The improvements must be designed and installed per the current Anchorage Water and Wastewater Utility (AWWU) Design and Construction Practices Manual and Municipality of Anchorage Standard Specifications (MASS).
